Dear Sister Charing Garcia,

You will recall that in our May 2, 2010 letter, we sufficiently made clear to you that we do not harbor anything personal against you, and that our concern is focused mainly on three crucial areas, namely: (1) the truth which you have deviated from, (2) your divisive ways of working and the independent work you have undertaken that is not accountable to the Body and that does not take the Body as its governing principle, and (3) your undermining activities against not just the elders and Cluster 2 coordinators in Malabon, but also against some elders in Metro Manila, some co-workers here and from Taiwan, and some of the blending brothers in the United States.

Our letter did not draw unsubstantiated allegations out of the air. We painstakingly enumerated a number of items under each area of concern, with the hope that by being thorough in our presentation, our ever merciful Lord shall favor you with His shining that you may come to the realization of the lawlessness, rebellion, and disobedience that have enveloped your attitude and actions which have brought much damage to the Body.

However, your May 7, 2010 response to our letter of warning clearly shows that you regrettably failed to see the light. In that entirely acerbic and sarcastic reply where you skirted the many issues treated in our letter with blanket denials and enraged challenges, your attack became more vicious, your vilification of the elders of the church in Malabon and others became more intense, and your intemperance and utter lack of self-restraint more glaringly exhibited.

We were all the more dismayed by your repeated misuse of the name of Brother Liu Chi Cheng to justify your actions and draw sympathy from the uninformed saints while at the same time casting aspersions on us. Your audacity to circulate your letter-reply of May 7, 2010 to the saints shows that you are vent on resisting the fellowship and admonition of the Body, which left us no choice but to publicly warn the churches of your divisiveness in our letter of May 18, 2010.

It has been shown a number of times that during a turmoil caused by the contagion of rebellion and division, the proper response to those who have been marked for division is simply to turn away from them and refuse to listen to their divisive talk or read their divisive writing. The apostle Paul instructed us how to deal with divisive persons in Romans 16:17: “Now I exhort you, brothers, to mark those who make divisions and causes of stumbling contrary to the teaching which you have learned, and turn away from them.” In Titus 3:10, Paul also said: “A factious man, after a first and second admonition, refuse.”

To turn away from the divisive ones and those who make causes of falling is to quarantine these divisive ones. Whenever there is an outbreak of the infectious disease of divisiveness, we must exercise to quarantine the divisive ones without respect to personal affection or loyalty. This is to care for both the Body and the diseased ones themselves.

Evidently, you have contaminated some unsuspecting saints in Malabon with the germs of division, but we thank the Lord that the disease of divisiveness itself has been effectively contained through our continuing inoculation and dispensing of life and truth to the saints. This might not be the case with the other churches. To cite the example of the case of the church in Makati: Very recently, a sister from that locality (Jecri Yabut) sent a letter to the church in Malabon, the contents of which are but a litany of the false accusations you have thrown at Brother William Bahandi. Despite the church in Makati’s fellowship for her to stop the divisive table in her home since February last year, this sister who is one of your followers has refused to do so. Clearly, damage has been inflicted by this sister to the church in Makati owing to her having been severely infected by the germs you wantonly spread verbally, in print, and through the Internet.

We are deeply saddened that it has come to a point when we have to quarantine you as well as those who stubbornly adhere to and propagate your deviant teachings, divisive ways of working, and undermining activities. If we do not quarantine you and your adherents, we will not be doing the will of God, for we will annul the testimony of the oneness of the Body and allow it to be further damaged.

As shepherds of the flock of God, we need to put to practice the principle of quarantine which is the scriptural way to preserve the health of the Body and prevent the churches from suffering further damage. Accordingly, we regret to inform you all that while you persist in your divisive ways, and until we see in you a genuine turn from your deviation accompanied by the fruits of repentance, you shall not be received into the fellowship of the church. You will not be allowed to join all the meetings of the church. We will turn away from you and refuse to hear your divisive talk or read your divisive writings.

May the Lord be merciful to us all.
